The JDL (Joint Directors of Laboratories) model is the DoD/NATO standard for fusion processes, outlined in the 1985 JDL Data Fusion Model (updated 2019). It's a 6-level framework for turning raw data into actionable intelligence, used in JADC2, ISR, and C4ISR systems. RI-Sensor Fusion is a rigorous Applied RI framework developed for the ordered fusion of data products in contested multi-domain intelligence, surveillance, and reconnaissance (ISR) systems. RI-Sensor Fusion addresses the limitations of the JDL Data Fusion Model's Levels 4–6, creating a certifiably trustworthy fusion system that turns persistent ISR from "good enough" into decisively reliable—even in contested, long-dwell operations.
